Concessionary Fares
Our involvement with analysis and advice on Concessionary Fare schemes includes establishing schemes, reviewing schemes, appeals and, more recently, assisting schemes with the move to the national free concessionary fare scheme introduced in April 2006.
We have developed robust analysis routines to identify the value of travel using bus operators' own electronic ticket machine data (ETM), using our QDATA software and a concessionary fares model to illustrate the effects of different generation and reimbursement rates. ETM analysis also allows us to analyse claims for additional costs by looking at journey loadings.
Recent clients include:
- Arriva plc
- Confederation of Passenger Transport, Scotland
- Cornwall County Council
- Department for Transport (DfT)
- Durham County Concessionary Fares
- Fareham Borough Council
- FirstGroup plc
- Gloucester City Council
- Lancashire County Council (Nowcard partnership)
- North Yorkshire Concessionary Fares Partnership
- Stagecoach in Cambridgeshire
- Surrey County Council
Our expertise is not only confined to the statutory schemes for elderly and disabled persons. We have undertaken extensive research on concessionary fare schemes for young people, including recent work for the Countryside Agency, Lancashire County Council and West Sussex County Council.
We are currently developing new software routines to assess the impact of the national free concession fare scheme, including comparisons between the value of travel determined by simple pass recording or the alternative issuing of 'ghost' tickets.
